Canonical EXI specification (Candidate Recommendation) is not very unclear
as to how dateTime values are normalized. This resulted in interoperability

The WG clarified the specification by describing that in general we expect
utcTime canonicalization based on XML schema [1] with the arithmetic algorithm
explained here [2].
