Do we need flags that indicate keynames must be un-escaped by decoders

DB suggested us to observe DRY (don't repeat yourself) principle.

The WG decided to proceed without such flags for now, and if implementation experience ever finds the need for it (e.g. performance reason), the group will consider the use of flags.
