Description:
Do we need to handle the situation if an EXI stream contains several CH events one after the other (e.g, CH("12.") + CH("345")).

A solution could be to merge them to one CH("12.345") event, however the current Canonical EXI spec states that it does not change EXI events.

Issue: If input stream is non-STRICT and canonical EXI stream should use STRICT mode not merging the events might cause issues.

However Taki noted it is already the case for other uses case such as no CH event while STRICT may require empty CH("")...
