He is right in that it is a good practice to compress first then encrypt. We have been talking with XML Security WG to investigate the need for and benefit of defining EXI C14N mechanism on several occasions at joint F2F sessions. EXI Impacts document briefly mentions it as an item W3C may need to address in the future. At the same time, it is still incumbent for EXI to be compatible with the XML stack as it exists today built on top of infoset, therefore we permit the reproduction C14N XML from EXI given an appropriate fidelity option, as is mentioned in Best Practices document.
