Jonathan Avila Accept with the following changes I generally agree but this does not take into account footers/headers that have links. Links cannot be artifacts.
Bruce Bailey Accept with the following changes I think the final check is hard to parse. If A and B then FAIL==TRUE so FALSE -- but B is written in the negative.

So I think it might be easier to parse if B is written in the affirmative:

Check on whether the information in the headers and/or footers is available in text or in some other programmatic way in the document. (e.g., on title page, in prose in the main body, PDF pages match header/footer page numbers etc.)

If Check 1 is TRUE and Check 2 is FALSE, then this failure condition applies and the content fails the Success Criterion.
