This work was originally motivated by a note from TV Raman to the W3C AC Forum: http://lists.w3.org/Archives/Member/w3c-ac-forum/2010AprJun/0073.html The note includes suggested scope and participants for a task force to be formed by Tim.

This led to Tim's ACTION-437, to create the task force.
