Recommendation: Confirm that WSDL2.0 does this, and that we've had no pushback, then close this

Note: Issue status incompletely researched (3/3/09)

Issue scope: Originated with the need in WSDL to identify e.g. individual ports based on port declarations in a WSDL doc. They used fragIDs for this, and asked if it were OK.

Is it wise to use fragment IDs for identifying abstract components within a namespace, even though it is the most natural and convenient mechanism? Is there another mechanism that would be preferable?
