The email at http://www.w3.org/mid/4E4329E9.9060303%2540arcanedomain.com pretty well sets out the history, and Norm adds that the TAG was "the TAG was feeling like it should publish Recommendations. The Names in a Namespace finding looked like a good target because it was short and finished and probably not too
controversial."

I think we have enough to discuss. Marking PENDING REVIEW. Will schedule for consideration at Sept 2011 Edinburgh F2F.
