Spoke to XML Security Specifications Maintenance Working Group chair (Frederick Hirsch) about this issue. Frederick had the opinion that the processing model for XML encryption (and also likely signature) was largely application-specific, and thus not a good candidate for a general elaborated processing model. He said that he would also raise this issue with others in the group.
