I'll start a list of my favourite papers here. This is very incomplete at the moment.

 Unlocking the Potential of Public Sector Information with Semantic Web Technology::
 
Shows the Semantic Web in practice. Semantic Web projects work well if kept simple. I like the practical, down-to-earth approach. Also, there's this delightful sentence: “Carol Tullo, co-author of this paper, is granted authority by Her Majesty The Queen to manage all copyrights and databases owned by the Crown.” Link
