Final summary (a co-constraint use case)

   Acts that spend public money need to have a final clause that provides the
   overall expenditure detailed in individual clauses. This clause must be
   present, must be the last one, and it needs to contain the final figure. Of
   course, this figure must be the sum of individual expenditures.
