Ian asked if scrollIntoView() could move into CSSOM View from HTML5 as  
that seemed more appropriate. I have now defined this method. I noticed  
that for RTL content the box is still aligned on the left in  
implementations (WebKit / Gecko; Opera is buggy). Do we want to change  
that?
