[css21][css3-values] <uri> and status codes

http://www.w3.org/TR/CSS21/syndata.html#value-def-uri doesn't seem to  
handle what should happen with various status codes. It seems logically  
that browsers should transparently follow redirects (though not all  
do[1]), but it's a bit unclear what should happen when the server gives  
you a 410 response back, a 404 or similar status code. Would you still use  
it for background:url() if the response contains an image? Would you not  
show "the image," but still apply color et cetera?

And if CSS 2.1 is not going to define his in detail, as the last paragraph  
seems to hint, can http://www.w3.org/TR/2005/WD-css3-values-20050726/#uris  
do it?
