Re: ISSUE-133 modal-attribute - Chairs Solicit Alternate Proposals or Counter-Proposals

Upon reviewing the issue, I've come to the conclusion that there are
definitely use cases for adding some kind of in-page modal feature to
the Web platform, that we should try to address these use cases within
the HTML5 timeframe, but that this feature, as described in the existing
Change Proposal, should not be adopted by this group. Accordingly, I
volunteer to write a Change Proposal for ISSUE-133.

The first step is to gather examples from the wild, to derive
requirements and use cases from real-world Web content. This work is
ongoing, in public, on the WHATWG wiki:

                  http://wiki.whatwg.org/wiki/Dialogs

Doing this right will take some time, and with the July 4th holiday and
other work on my plate, I think I can have the Change Proposal in pretty
good shape by 6 August (a 6 week extension). Chairs, would you grant
such an extension?

As with the other Change Proposals I've worked on in the past, I'll be
drafting this CP in public on the wiki:

Thanks,
Ted
