Interaction with the individual user agent cannot be required, otherwise
a smartphone operating system, for instance, cannot offer a system-level
control to configure DNT for all the browsers and all applications that
may be running on the system that support the system setting, unless the
user confirms using the system level setting individually for each app,
as I would read the text above anyway.
