[sensors] Agree on event names

tobie has just created a new issue for https://github.com/w3c/sensors:

Right now, no one's happy with `onchange`.

There was a vague consensus around "onread"/"onreading" at some point, and also a will to move towards the "ondata"/'onchange" node.js inspired model (which seems a poor fit for the Web). See notably https://github.com/w3c/sensors/issues/152#issuecomment-259957946 and following thread.

Maybe "onupdate" is more appropriate.

Either way, this also depends on whether we have different reporting modes (i.e. data is updated when there's a change vs. periodically), so this is probably where we might need to start.
