[Bug 8862] New: 0 as a value for number-rows-spanned, or all?

http://www.w3.org/Bugs/Public/show_bug.cgi?id=8862

Summary: 0 as a value for number-rows-spanned, or all?
           Product: XSLFO
           Version: 2.0 Working Draft
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: normal
          Priority: P2
         Component: XSL-FO
        AssignedTo: liam@w3.org
        ReportedBy: liam@w3.org
         QAContact: xsl-editors@w3.org

For spanning all rows in a table, should we
(1) use "0" as number of columns spanned, as does HTML
(2) allow "all" as a much clearer value, or
(3) both?
