[Bug 7077] New: SVG documents are validated even if namespace is not declared

Just like XHTML, SVG needs a mandatory xmlns attribute on the root element.
Unlike XHTML, the validator doesn't give a warning if it is missing. 

I suggest this should be resolved just like Bug #68, even though namespace
handling remains an awkward issue.
