        OS/Version: Windows NT
            Status: NEW
          Severity: enhancement
          Priority: P5
         Component: Spec proposals
        AssignedTo: dave.null@w3.org

Reading the work about cite [1], I have been disturbed by the second sentence :
"This can be a work that is being quoted or referenced in detail (i.e. a
citation), or it can just be a work that is mentioned in passing.".

We should remove this, it's an unnecessary precision that drives people to ask
themselves unnecessary questions.
