"If the element is not in the current viewport, the DOMElement must be scrolled
into view"

I was thinking that we would take the "scroll into view" as an optional
parameter to the function, with a default value of true. That way, if it isn't
in view but should be, we would capture that bug. If it gets scrolled into view
we might miss the bug that it wasn't in the view yet. Does that make sense?
