Think of regions as providing a boundary for groups of cues, particularly since
the cues in a region are allowed to move (scroll). I agree that the differences
should be minimized. But I don't think you can fully unify the two concepts:
one is an explicitly paced and unmovable cue vs the other provides a boundary
for cues that can push each other away.
