The first step of 18.4.4. Normalizing an algorithm says to:

... "with the alg set to a new KeyAlgorithm dictionary whose name attribute is
alg"

This is equivalent since KeyAlgorithm == Algorithm. However conceptually
Algorithm makes more sense since "KeyAlgorithm" is used to describe the
algorithm of a CryptoKey, whereas algorithm normalization is being run over
DOMString or Algorithm.

I propose replacing KeyAlgorithm with Algorithm in that line.
