"HTML now has native support for IRIs, though they can only be fully used if
the document encoding is UTF-8 or UTF-16."

This is on a higher layer than the HTML syntax/XML syntax, so shouldn't be in
the syntax section. It seems better placed in the Changed Attributes section.
