http://www.w3.org/Bugs/Public/show_bug.cgi?id=13127

Summary: Improve "constructing the form data set" for external
                    usage
           Product: HTML WG
           Version: unspecified
          Platform: PC
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P3
Component: HTML5 spec (editor: Ian Hickson)
        AssignedTo: ian@hixie.ch
        ReportedBy: annevk@opera.com
         QAContact: public-html-bugzilla@w3.org
                CC: bzbarsky@mit.edu, mike@w3.org,
                    public-html-wg-issue-tracking@w3.org,
                    public-html@w3.org

The algorithm "constructing the form data set" needs to make it clear that
/submitter/ is null when invoked outside of the context of form submission.

Example usage:
http://dev.w3.org/2006/webapi/XMLHttpRequest-2/#dom-formdata-form

Apparently Chrome implements this incorrectly because this is not clear:
