Summary: It appears to be an oversight that the onreset IDL attribute is
missing from the interface Window, HTMLDocument, and HTMLElement; onsubmit is
present on those interfaces and submit/reset should have consistency within the
spec.

Details: The onreset IDL attribute as well as onreset content attribute
(triggered by the reset event) is not included anywhere in the spec. It would
be expected that:
<form onreset="alert('reset')"><input type="reset" /></form>

Will trigger the alert message when the input button is clicked. Indeed this
does work in all major browsers.

Desired change:
Add "onreset" to the list of IDL attributes/ content attributes in sections:
* 3.1.1 (HTMLDocument WebIDL definition)
* 3.2.2 (HTMLElement WebIDL definition)
* 3.2.3 (global attributes list)
* 5.2 (Window WebIDL definition)
* 6.1.6.2 (add to Event handler/Event handler event type table)
