It depends on what you call an 'implementation'. I'm sure we can make an ITS processor check that a XSD RE syntax is ok or not. But that is would be a mostly pointless exercise in real life. What matters is that the application using the ITS data understand or not the regex. We cannot have a test for that. So we could have "compliant" ITS processors feeding real consumer applications that don't work with the 'compliant' data.
