a note on spec link usability

I have noticed that the spec links to different things with the same name;

for example;

p:viewport in the body of the spec generally brings you to the
definition of p:viewport

whereas;

clicking onto a p:viewport link in the error section brings one to
where the error is cited in the text

I think it is very useful to link back to text where error is cited,
though I think the usage of multiple links with the same link text
breaks most rules on usability ;)

might consider some convention to differentiate these links
