Can we get the working group to publish this document so that we can 
remove the relevant bits from the HTML5 spec?


Quick comments:

There appears to be an editorial issue here:

| all characters with codepoints greater than or equal to U+007% (i.e. 
| U+007?F and all non-ASCII characters in the w)

Also earlier on there are some &ft; entities that look like they should be 
>.


Incidentally, when it comes time to write the test suite, I recommend 
using the <a> element's URL decomposition attributes as a good way to test 
this stuff.
