S17: Specify subsets of data

Hi Dean,

There is one user story left for which we need your input:

This relates to ISSUE-15: S17 is about access not constraints

The current opinion in the WG is that this is out of scope but we'd like 
to hear from you before we can it. Would you care to expand on how this is 
relevant to what we are doing?
