Please Review failure technique for issue 1531

At the December 21 WCAG meeting I took an action item to create the 
failure required  by the resolution to issue 1531 [1].  I have drafted, 
Failure of 1.3.1 due to using images of text to convey information without 
using the appropriate markup [2] in the WCAG Wiki.   I followed the format 
of  another 1.3.1 failure, F2: Failure of SC 1.3.1 and 1.3.4 due to using 
CSS to create variations in presentation of text that conveys information 
without also using the appropriate markup or text, [3] and I modified the 
title to better match that failure as well. 

Please review the new failure technique and comment on the title change 
from "Failure of 1.3.1 due to using images of text to create style effects 
without using the appropriate markup. "  to "Failure of 1.3.1 due to using 
images of text to <modify>convey information</modify> without using the 
appropriate markup. "
