New PRD tests added

Hi all,

I have added 4 PRD tests, which are entire rule bases that solve specific
problems. I have also created a new test base type, named
"CompleteRuleBase" (thanks for Stella for her help):
http://www.w3.org/2005/rules/wiki/Category:CompleteRuleBase

During the implementation of the PRD translator POC, my trainee has been
using those rule bases. My intention is to provide, as a contribution,
these rule bases that can be used by a translator, and be run by a rule
engine. I make no guarantee about the correctness of those rule bases, but
of course your comments are welcome, and I will try to fix any bugs in
those files.

I think that the wiki template provides a good framework to host all the
rule bases of this kind, so you can also add yours.

Last but not least, please remove my action:
http://www.w3.org/2005/rules/wg/track/actions/791.

Also I have sent an implementation, but I don't see my implementation on
the wiki page. Should I add it myself?

Changhai

PS: I don't if I can attend RIF meetings on Tuesday afternoon, recently I
have conflicts. I will see with CSMA.
