Yes, plans would be entities (given agents are subclass of entities, 
plans can also be agents, if desirable).

My concern is about workflows. If the agent is the enactment engine, is 
it necessary to mandate the agent.
In particular, if workflows are standardized/portable, an asserter may 
not know the agent actually executing it.
