Compliance edits to review

Hi TPWG,

Tonight I've made editorial changes in response to comments received during Last Call and added a non-normative note as proposed to address the Last Call comment (issue-268) regarding different legal requirements. You can see the latest revisions in the Editor's Draft:

With a link to the Global Considerations Task Force page, which has links to some different legal documents and lists of issues/comments. We can update that document in place, or if those interested in this item would rather work on a wiki page, we can change the draft to point to a wiki instead.
