RE: FW: ISSUE-41: extensibility change proposal advocates

Hi Paul,

Issue 41 Proposals 1, 2, and 4 were all from Rob Ennals as part of his work representing Intel Corporation in W3C. Rob has left Intel.  In the 4th proposal, Rob writes "This is currently my preferred resolution on ISSUE-41, in preference to my other two proposals."  

The first 2 proposals were 2 different attempts to form compromise positions that attempted to reflect the interests of both sides.  Out of the discussions that came from that, the final proposal was formed.
