Summary of Issue: Title does not fully reflect intent
Comment (Including rationale for any proposed change):
The technique's title is 'Using the aria-describedby property to provide a descriptive label for user interface controls'.
But the intent  / objective is much wider and refers to 'descriptive info' for UI controls. 


Proposed Change:
Change title  for ARIA1 to:
Using the aria-describedby property to associate related description for user interface controls'
(Or 'detailed' in place of 'related').
