I've found it again in Resources listings: "Creating accessible PDF documents" (also the link is broken <http://www.adobe.com/accessibility/pdf>) This is throughout http://www.w3.org/WAI/GL/2011/WD-WCAG20-TECHS-20110621/pdf.html -- I didn't find a way to comment at that level using the comment form.
