I agree, I think as posed it’s not addressable.

If, on the other hand, we want to admit that we didn’t explore all non-browser UAs thoroughly so far, and it may not be clear how to implement DNT in such entities, and how to apply the rules, that might be honest and would not formally advantage one segment of the population.


There is a big difference between saying “you are not allowed to use DNT unless we thought about you” and “you might find some questions hard to resolve and some requirements hard to meet if we didn’t think about you”.



Examples:  
* when I receive an HTML formatted email, with links that pull in e.g. images, what is the ‘first party’?  The user thought they were opening a (local copy) email, not visiting any site.
* similar questions arise for formatted RSS feeds
* in a social network application that embeds one of the kits (Webkit, Blink, etc.) whether the user thinks they are visiting a site *other than* the social network may be very contextual

and so on.
