Chair Feedback on Change Proposal for ISSUE-183

This Change Proposal as written has one minor flaw and one potential area for improvement with its rationale. It may not be necessary to update this proposal at all until and unless the other proposal for ISSUE-183 is updated.

Minor flaw: 

- This change proposal's Details section points to the Summary, which calls for "support for" various types of date syntax. Ordinarily this would be insufficient detail, however, it appears these syntax changes are uncontroversial, also called for by the competing Change Proposal, and already in the spec. A separate Call for Consensus has now agreed to adopt these changes. Therefore we suggest simply dropping mention of this uncontroversial aspect of the proposal, for the sake of clarity and simplicity.

Area for improvement:

- The Rationale as written explains advantages of <time> over a generic <data> element. However, the alternate proposal suggests use of a <data> element with a newly introduced type attribute. The Rationale does not explain why this would be insufficient or inferior. While objecting to alternate proposals can be reserved for the survey, including this information in the Change Proposal itself would be an improvement.
