Re: ISSUE-40

The PROPOSED resolution to issue-40 in the UC&R is the use-case 8,  <http://www.w3.org/2012/ldp/wiki/Use_Cases_And_Requirements#UC8:_Manage_media_resources>, specifically the use-case scenario, <http://www.w3.org/2012/ldp/wiki/Use_Cases_And_Requirements#Primary_scenario:_describe_media_resources>.

Note that the UC&R now avoids mention of specific HTTP methods, but UC8 is intended to cover a range of such access methods without being overly specific.
