Paul has been charged with writing a new WG charter (starting
January 2009).  He planned to just continue with maintaining
our existing specs.  Konrad argued that we should add something,
in particular to allow undeclaring namespace names, but there
wasn't consensus as to what we could/should add; most of us
were quite hesitant to dive into XML 2.0 or whatever.

I think the progression of XML Base, XLink, and XInclude
(and XML 1.0 6th Ed) all must await this note.

where Martin made some of our requested changes including:

1.  Include the term "LEIRI" since that is how we refer to
    these things in most of our specs.

2.  Also define "LEIRI reference" since that, in fact, is
    what we are really using most of the time.

Also, in the WG Note draft, it looks more like the grammar
is defining IRIs instead of LEIRIs.  Since the change (ucschar)
is at the bottom of the grammar, I'm not sure how to fix this,
but we should do something to make it clearer.

this past Monday to reply if they objected to our resolution,
and there have been no objections.

Once Richard has finalized the DoC, we should be ready to
go to Rec except for the need to have a referenceable
definition of LEIRI, so I think this has to be on hold
until we get the LEIRI note.
