Perhaps you recall that in the F2F on 23 October I requested that the  
recommendations
for action, the

be put through a preliminary review on <wai-xtech@w3.org> and <public- 
html@w3.org> before
it goes on the Editor's worklist.  This still looks from here like  
the most productive
process to get to a reform in this area that works for all, in the  
fewest number of
passes through the Editor's queue.

Actually, Mike and Chris should determine next steps after they  
review the discussion
of your findings.  But with the addition of the cross-group review
