MediaStreams Processing allows each stream to have its own sample rate and
automatically resamples inputs to a ProcessedMediaStream as necessary. The
sample rate for a ProcessedMediaStream can be set explicitly, otherwise is
explicitly set to the sample rate of the first audio data arriving on an
input stream.

I felt it was important because I wanted authors to be able to select some
media sources and hook up some effects to them without knowing in advance
what their sample rates are and without having to explicitly detect and set
sample rates --- while still not doing unnecessary resampling in the common
case that the inputs all have the same sample rate.
