Re: Navigation Error Logging spec update

We are using the definition of "fetch" (
http://www.w3.org/TR/html5/infrastructure.html#fetch).

So in both beacon and error reporting case, the cookie will be sent with
the request. The cookie is for the domain of the beacon or the error
reporting url.

In terms of handling the response, in beacon case, we process response
headers (so cookies may be set) but we ignore the entity body. For error
reporting, we completely ignore the response (headers or entity body).

I can revise the language to make it more clear - let me know if you'd like
to make any specific change.
