ISSUE-242: APIs on the Web (for publishing Data on the Web) Best Practices

Hi all,

We propose to close  Issue-242.

The new organization of the Data Access section with the inclusion of a new
section for APIs for data access covers this issue together with the
inclusion of a new paragraph about the specialization of the BP according
to specific domains (see also Issue-239).
