[whatwg] DOMError not constructable

It appears that WebIDL-ese has afflicted DOMError and DOMException:
http://dom.spec.whatwg.org/#interface-domerror

These should be constructable, with a single "name" DOMStrong parameter or
an argument bag which allows setting of the name property.
