Vote on adopting a charter

I'd like to propose that we adopt
https://github.com/WebBluetoothCG/web-bluetooth/blob/ee8d49a62f018c77f29cbe7b767725e135bb0cb9/charter.md
as the Web Bluetooth Community Group charter. The vote will be 30 days
long, ending 8 May 2015, and the charter will be adopted if 2/3 of the
votes are 'yes'. Only current members of the community group (
https://www.w3.org/community/web-bluetooth/participants) are eligible to
vote.
