5.8 Message Authentication of XML Encryption 1.0 specifies that
http://www.w3.org/2000/09/xmldsig# is an identifier for message
authentication as specified in XML Signature 1.0.  However, shouldn't
this be "http://www.w3.org/2000/09/xmldsig#sha1"?  The same
section in XML Encryption 1.1 does not specify
http://www.w3.org/2000/09/xmldsig#
as an algorithm identifier.
