dwbp-ACTION-267: Attempt to merge the bps on api documetnation

Hi everyone,

During the F2F, it was decided to try to merge the DWBP BP 27 (documenting
APIs) with the SDW BP 29 (self-describing APIs). I talked with the editors
of the SDW BP Doc, more specifically with Linda, and she agreed with such
merge.
