Dear Eric,

I still don't think that the document is clear on the meaning and intended
application of duv:UsageTool... The current text says "A synopsis
describing the way a tool can use a dataset or distribution." As I tried to
argue earlier, a tool is not a synopsis... the synopsis would be in the
dct:description associated with the tool...

I am not sure I am making myself clear... to be concrete, I think that
duv:UsageTool should be defined as: A tool (e.g., computational tool,
software package, software component) that is employed in the scope of a
dataset usage.
