Re: UCR ISSUE-29: add a requirement for linking CRS to geometry?

With some delay, here is a proposal for adding a new requirement to the UCR
document:

*Requirement:* There should be a recommended way of linking vector
geometry/geometries to the Coordinate Reference System that is used for
positions in the geometry/geometries.
